Save compile time by allow disabling unittests

Merged shibohan requested to merge save-compile-time-by-disable-ut-default into master

Changes:

  • Save compile time by disabling ut by default. We don't need to compile ut in the product environment.
  • Generate total coverage report (only testable components)
