Add deploy script & Compile sitl without launching

Test Procedure:

• This version of deploy script is more like a placeholder, the only difference is it won't compile the Ardupilot SITL during setup.
• Test only the dev_setup script would be enough
  • Try to install the environment using source ./ENV_script.sh
  • Now instead of launching a SITL instance at the end, it will only compile the SITL
  • After ENV_script.sh done. Try to launch sim_vehicle.py follow the readme see if it works.
